Policy-based access management (PBAM) is an approach to access control that uses centrally managed policies to determine whether access should be granted or denied. Instead of relying solely on static roles or entitlements, PBAM can evaluate attributes such as user identity, device, location, resource, and risk to make dynamic authorization decisions at runtime.

The terms are closely related and sometimes used interchangeably. Policy-based access control (PBAC) emphasizes the policies used to govern access, while attribute-based access control (ABAC) emphasizes the attributes evaluated by those policies. PBAM describes the broader management and implementation of this policy-based approach across an organization.

Zero Trust requires organizations to continually verify whether access should be permitted rather than assuming trust after authentication. PBAM supports this model by evaluating policies at runtime using contextual attributes, helping ensure users receive access to the right resources under the right conditions while supporting least-privilege principles.

PBAM can work with authorization standards such as eXtensible Access Control Markup Language (XACML), Abbreviated Language for Authorization (ALFA), and OpenID AuthZEN. Standards-based approaches can improve interoperability between applications and authorization systems while reducing the risk of becoming dependent on proprietary authorization integrations.
